A more connected path to care.

A national emergency coordination layer, proposed for visitors to Laos.

The same report, start to finish, as a short film recorded from this page and read aloud by a computer voice. It runs under a minute and a half.

At a glance

  • Where it stands

No service is operating yet, and nothing on this site is an emergency service.

  • What it is

Lao SOS is proposed first as a coordination layer for visitor emergencies, because that is where the need is clearest.

  • Where it would start

It is designed to begin as a pilot in the Vientiane corridor and to extend to national visitor coverage.

  • Who would build it

Tourist SOS has proposed that the Lao Partner Group build it: Lao SOS, a Lao-owned and Lao-operated national emergency coordination system for visitors, running on Terra, the intelligence platform built by Tourist SOS.

  • What is asked

What is on record has been researched and not yet checked on the ground. Closing that gap is designed as part of the pilot, and four things can only come from the Lao side.

Example

Illustrated example · a roadside incident. Two people and a fallen scooter. No diagnosis is implied. Fictional, not captured evidence or medical guidance.

At every step the report shows only what has actually been recorded: received, being looked at, a decision made, a crew on the way. Nothing says help is on its way before that is true, and nothing says when it arrives.

See §1 · How it works.

Under what authority this is published

Lao SOS is a private undertaking, proposed to the people who would own and run it. It holds no official authority, and nothing on this site is a statement by, or on behalf of, any authority of the Lao PDR.

Tourist SOS is a technology and coordination company. It does not operate emergency services, provide clinical care or underwrite risk.

Lao SOS is in its exploration phase. The operating company, Lao SOS Co., Ltd., is to be formed under Lao law by the Lao Partner Group. No service is operating yet, and nothing on this site is an emergency service.

Citizen Report.

Citizen Report records, sends and shows the honest status of a report. It makes no decisions and no medical judgements, and it keeps no patient record. Everything else happens in the platform it reports to.

Designed, not built

Source:Citizen Report's rules

A person opens it, slides to start, records fifteen to thirty seconds, and a dispatcher sees an assessed incident.

Citizen Report can be opened by whoever is at the scene. It asks for no name, no telephone number and no account.

See §2 · Citizen Report.

Where this stands

  • Open Citizen Report

Citizen Report can be opened today, for learning. What is sent reaches the coordination console and is recorded. There is no dispatcher on duty, no unit on call and no responder network signed up, so a report sent today is not looked at and no one is sent. If you need help now, contact local emergency services.

It is a web page. Add it to the home screen of a phone and it opens like an application; a report made without a connection is kept on the phone and sent when there is one.

The proposal, in short.

Lao SOS is proposed first as a coordination layer for visitor emergencies, because that is where the need is clearest.

Proposed

Source:the proposal to the Lao Partner Group

Laos welcomes millions of visitors a year. Lao SOS is proposed as a single coordination layer for the moments when one of them is hurt: one point that connects the injured person, the responder, the hospital, the border crossing and the insurer.

People who help are everywhere in Laos. What does not yet exist is one place where the help is coordinated.

The problem is coordination, not capability.

Lao SOS is the face. Terra is the foundation.

Terra informs and coordinates; local emergency services respond. The system never claims a rescue it does not perform.

See §4 · The cooperation.
