The same report, start to finish, as a short film recorded from this page and read aloud by a computer voice. It runs under a minute and a half.

The problem is coordination, not capability.

People who help are everywhere in Laos. What does not yet exist is one place where the help is coordinated.

Proposed

Lao SOS is the face. Terra is the foundation.

Lao SOS is proposed as a Lao-owned, Lao-branded and Lao-operated national emergency coordination system for visitors. Lao SOS Co., Ltd. is to be formed under Lao law and owned by the Lao Partner Group, and it is the party that holds the operations, the responder network, and the relations with the authorities.

Who leads what

This structure is the cooperation. It is how the partnership is explained in every room, and it should be legible without anyone having to explain it.

Laos leads what is Lao. Tourist SOS provides what is technical. Lao SOS carries the public brand, with the Tourist SOS endorsement.

A person opens it, slides to start, records fifteen to thirty seconds, and a dispatcher sees an assessed incident.

A report shows its real state and nothing beyond it. There are four things it can say.

Received by the service

Your report

Received.

The service has it. Waiting for a dispatcher.

  1. Recorded
  2. Sent
  3. Looking
  4. Decision
Done

Citizen ReportExample

A dispatcher is looking

Your report

Being looked at.

A dispatcher is looking now.

Citizen ReportExample

A dispatcher has decided

Your report

Decision made.

A dispatcher has confirmed your report and asked for a response. We cannot tell you when it will arrive.

  1. Recorded
  2. Sent
  3. Looking
  4. Decision
Done

Citizen ReportExample

A crew is on the way

Your report

On the way.

A crew has marked that it is on the way. We cannot tell you when it will arrive.

Where the crew was last seen.

  3. Looking
  4. Decision
  5. On the way
Done

Citizen ReportExample

At every step the report shows only what has actually been recorded: received, being looked at, a decision made, a crew on the way. Nothing says help is on its way before that is true, and nothing says when it arrives.

The five steps

  1. Report

  2. Assessed

  3. A person decides

  4. A unit is sent

  5. Handover

Terra

Citizen Report is how a person at the scene reaches the console. It can be opened today, for learning. No dispatcher is on duty yet.

Receipt, assessment, decision and response are separate recorded events. The marked step is the one a person makes.

The rules it keeps

  • The app decides nothing

  • The video never leaves the phone

  • Honest status, always

  • No identity, no account

  • Built for an old phone on a slow connection

  • No text messages

The console

The coordination console is designed to be operated by Lao SOS on the Terra platform. This is what it is designed to hold.

  • Dispatch board

  • Fleet and crew

  • Live vehicle positions

  • The driver portal

  • Bed availability

  • Hand-over records

  • Request channels

What the cooperation puts in place

  • A national system, Lao-owned

  • A single coordination point for visitor emergencies

  • The Laos intelligence layer

  • Modern tools for responders

  • Skills and employment

  • Auditable visitor-safety data

What the Lao partner contributes

What is on record has been researched and not yet checked on the ground. Closing that gap is designed as part of the pilot, and four things can only come from the Lao side.

  • Field verification

  • How a report is answered here

  • The responder network, and the authorities

  • The Lao language

Every fact carries its source and its confidence

A fact reaches the system by being read in an official source, corroborated by a second, checked in person by someone in the country, and — where it is a route — measured from satellite and terrain data.

  • Field-verified

Checked in person by someone in the country.

  • Researched, not yet field-verified

Read in a source and corroborated by a second, and shown as unverified until someone has stood in front of it.

A pilot first

The system is introduced in order, and no step is taken before the one before it has been proved. This page fixes no dates.

  1. A pilot in the Vientiane corridor

The console goes live, responders are brought on, pilot cases are coordinated, and the pilot is reported honestly, including what did not work.

  2. National visitor coverage

The same system extended to national visitor coverage, and presented to the authorities.
